There is TDM-GCC (Windows) and sezero's Personal Build (Linux and Windows).

update 2012/11:

Distribution      Host OS

MinGW-w64        Cygwin, Darwin, Linux and Windows
TDM-GCC           Windows
MinGW-builds      Windows
