raspberry pi - 24 USB cameras attached, but only 18-19 respond

Question

I have a 24 USB camera array attached to a Raspberry Pi 400 using powered hubs, but only 18-19 of them are actually visible to the system when I do an ls /dev/video* or use v4l2-ctl.

I've verified all cameras are getting sufficient power. Which 18 cameras will be accessible varies after rebooting, but we never see all 24. Any ideas why?
