Android Studio 4.1.2 emulator Set Location generates several locationUpdates

Question

Updated to Android Studio 4.1.2 recently. I used to use an emulator for Pixel 4 API25 with a GPS map app.

Sometime prior to this upgrade, using the Set Location button on the Extended Controls >> Location Tab would move the location immediately to the new location and generate one locationUpdate callback (with FusedLocationProvider).

Now, it seems to take 12-16 steps, generating as many locationUpdate callbacks whenever I click on Set Location.

How can I get the previous functionality back?
