whois - Why can't use RDAP protocol to get registration data for most domains of ccTLD

Question

I created a client for querying domain info, and found the fact that I could get registration data for almost all ccTLD domains or subdomains of ccTLD(e.g. .uk,.us,.cn) using WHOIS protocol, but couldn't get registration data for most domains of ccTLD using RDAP protocol.

And another fact: couldn't get registration data for TLD domain.

Why RDAP is designed so that it is incomplete and unintelligible?
