python - How to match time stamps from two different data sets

Question

I have two separate pieces of equipment that collect different types of data. The first piece 'Blast Motion' has an instantaneous time stamp, the second 'Rapsodo' has anywhere from a 3 - 5 second delay. How do I build code that will match variable time stamps. I have tried using elif statements but am unsure how to make it function. Any feedback of a place to start would be greatly appreciated.
