LWJGL OpenAL won't initialize

I have recently started to code a game engine and ran into an error I have never seen before. For some reason OpenAL wouldn't initialize. I have searched documentation and forums and can't find anything useful. I have other projects where I use OpenAL and it works fine. I use the exact same audio system for all my games basically. I ran my other project to make sure I didn't do anything. It works fine over there. I also tried going to the OpenAL website and installing it. I have never had to do that but I tried and it still doesn't work. If anybody can help me, it would be much appreciated.
