fail to install tensorflow with anaconda prompt. Windows 10

Question

I am trying to install TensorFlow with Anaconda prompt with the command:

conda create -n tf tensorflow

It installs some packages but in the end it gives me an error message that it failed to open some files with format .tar.zst. I cannot install it from the Anaconda navigator either, since I cannon create the tf environment.
