python - Converting Longitude and Latitude Codes to Census tract

Question

I have a pandas dataframe loaded with information including census tract number. I have a second dataframe with more information but it is indexed by longitude and latitude code.

Ultimately I want to add data from the second dataframe to the first data frame by census tract number,

My question is this, does anyone know of a good way to take df with columns of longitude and latitude and create another column with census tract?

I am new to python, and programming, and data stuff so thank you in advance for your help and advice.
