raspberry pi4 - RPi4 boot time acceleration

Question

I'm running RPi4 with lite 64-bit OS version 10 from SD card class 10. I've applied optimisations from http://himeshp.blogspot.com/2018/08/fast-boot-with-raspberry-pi.html, disabled some additional unused services and significantly reduced the boot time. I am able go get the login prompt in 15 seconds after the board is powered up, but it is still far away from the required 4 secs. Does anybody know how to get better boot time?

I've found some attempts to get better boot times on this forum, but without any final success (https://www.raspberrypi.org/forums/viewtopic.php?f=29&t=269922#p1641052).
