eclipse - Apache Tomcat v9.0 throws 404 error when changing port to 8081

Question

The title gives me lots of suggestions but no one solved my issue. I have new installation of eclipse 2020-12 with tomcat 9.0. When i open localhost:8080 in browser it gives me the tomcat config page as it should. when i run server (after adding) from within eclipse it yells cannot start server since port 8080 is in use. I change port to 8081 and it runs inside tomcat. However, now localhost:8081 throws 404 error. when i change the port back to 8080 from 8081 from with in eclipse for tomcat. localhost:8080 gives tomcat config page but server wont run inside eclipse. Help is requested.
