put - Reading a csv and creating a url

Question

I have csv file (two columns), my script reads it and then prints it as a list. There are multiple rows in the file. I am trying to have a base URL, goad is to use column1 values go in the base URL and then Column 2 values go in the response with PUT. Kinda lost at this point, need some direction.

for Device_ID,name in devices:
        print(Device_ID,name)

base_url = 'http://example.com/'
for i in Device_ID:
        url = base_url Device_ID
        print(url)
