python - Selecting data with delta time in for loop using pandas

I have been passing the last days trying to find a solution for this problem. I have a DataFrame as in the example below:

2000-01-01 00:00:00     0
2000-01-01 00:01:00     1

2000-01-01 00:03:00     3
2000-01-01 00:04:00     4
2000-01-01 00:05:00     5
2000-01-01 00:06:00     6

2000-01-01 00:10:00    10
2000-01-01 00:11:00    11
2000-01-01 00:12:00    12

The goal here is to create a for loop with a specific timedelta (in this case is 15min) and return the frequency of the data in that window.

For example:

2000-01-01 00:00:00     0
2000-01-01 00:15:00     15

Data                   Freq.
 0                      1
 1                      1
 2                      1
...                    ...
15                      1
