After opening port as inbound rule in windows firewall, i can't see the connection in netstat

Question

In firewall, I added port 443 as inbound rule as TCP, for all domains, with the green checkmark appearing after. I run 'netstat -an | more' and don't find the port listed. Is there any reason why it wouldn't show up? I just want port 443 to be listened to on my local.
