if statement - Jquery condition check is(':hover') not working

$('.xx').mouseenter(function(){
  if($(this).is(':hover'))
    alert('d');
  else
     alert('f');
});

Here is my code, it should alert 'd' but every time it alerts 'f' What's error Here
