php 定时执行任务问题

我想用mysql某张表某个字段的值作为触发时间，定时去推送。
mysql的事件不能做推送，php不能实时监控mysql的时间。请问该怎么解决？
由于事件比较多 每天有几千条，怎么能占用最少资源的方式解决问题？

redis 做一个以mysql时间字段为触发时间的服务 定时推送
