visual studio - VS 2019 ClickOnce Publish Options Error - An item with the same key has already been added

Question

I have a project in Visual Studio 2019 where I am trying to publish the application using ClickOnce deployment. I need to change some of the options, but when I click on the "Options" button on the "Publish" tab I get an error. "An error occurred trying to load the page. An item with the same key has already been added."

I can't seem to find anything that would cause this. Do I need to modify a project file? Delete a file?...
