c# - Can't open form file in Visual studio 2019

Question

I have very strange problem, which doesn't seem to be very common. I have error:

Object reference not set to an instance of an object

How I am getting this issue?

Create new project C# (Windows Forms App(.NET Framework))
Double click on Form1.cs

Maybe the most strange thing is that, project is compiling fine, default blank window with title Form1 opens, but I can't edit anything there because of this error

What I have tried already:

1. Running VS as an admin
2. Repairing VS
3. Tried all the answers from Here

Reinstalling it completely is not an option at the moment, because of the problems with internet speed.
