Bug with webpack, css-loader and style-loader

I'm having a problem with css-loader and style-loader. Some days ago I made similar projects with the same dependencies and I had not problem. As you can see the problem comes when I do import './app.css. This is happening to me in two pc's one is macOs and the other windows. Help is really appreciated, if you need something more please let me know :) enter image description here
