This is related with permissions of your dashboard.
There's nothing special in opening a website in incognito. However, when you open any website in a new incognito window, you're usually unauthenticated due to the lack of cookies to identify you.
If you want your report to be visible for unauthenticated users, just set this permission in your dashboard "Share" settings.
Any of the four highlighted options should work, check which one is more suitable for your needs.
