azure devops migration tools - Migrated Work Items being assigned to me and identity question

Question

In using the WorkItemMigrationConfig some of the migrated Work Items are being automatically assigned to the user I am using to perform the migration. Can you tell me why that would be?

It means we have to manually revert these after migration and items that were 'Unassigned' cannot be re-assigned to that.

In addition, migrated items have users assigned in the 'Assigned to' field but it is not synced to the user in the Azure DevOps Organisation (the user is present in Users at org level and backed by Active Directory). The user then needs to use the drop-down in the work item field to re-select their name and it syncs. Can any suggest why that would happen?
