not able to connect to openvpn using tor

Question

I am trying to use openvpn since im using tryhackme to learn cybersecurity but Up till now I have been using the in browser machine but when I tried to use my own linux system I cant connect to openvpn I found out after research that vpns are blocked in mmmy country so I should redirect the traffic and use tor as a proxy to be able to connect to openvpn but it isn't working what i did so far:

1-install tor

sudo apt install tor

2- Add this line to the "/etc/tor/torrc" file to tunnel vpn traffic:

SocksPort 9150 PreferSOCKSNoAuth

3-Then you will need to tell OpenVPN to use a proxy. Add this to your VPN config file:

socks-proxy localhost 9150

socks-proxy-retry

4- Restart tor: sudo service tor restart *you may need to reload the config for tor with: "sudo service tor reload"

5- Then I ran the openvpn file

sudo openvpn file.ovpn

Error that keeps poping up:

recv_socks_reply: Socks proxy returned bad reply
