Google cloud platform asks for verification

Question

So the google cloud platform asks me to verify my app due to my settings, the thing is i dont use any restricted or sensitive scopes.

Also can you please tell me if i hit publish app will my app be published on google play? Currently my app is on closed testing on google play. Thank you
