heroku - Why am i getting a migration error: dependencies reference nonexistent?

I can't seem to run my migrations file during deployment. I'm using the django-allauth package to set up a custom user model. Running python3 manage.py makemigrations i get a 0001_initial.py which Heroku throws:

Migration accounts.0001_initial dependencies reference nonexistent parent node ('auth', '0013_auto_20201218_2106')

It doesn't seem to like the following autogenerated code in 0001_initial.py:

dependencies = [
    ('auth', '0013_auto_20201218_2106'),
]

I'm developing locally using SQLite which i believe heroku maps to postgres.

I've also looked at this question and the official docs but it doesn't seem to help.

my procfile contains:

release: python manage.py migrate

settings include:

django_heroku.settings(locals())

Any ideas as to why this is happening?
