machine learning - Time series forecasting with multiple entries for the dame time t

Question

I have a dataset which records the trafic flow data for the highways in specific districts of California (http://pems.dot.ca.gov).

I want to predict the car flow using multiple ML models in order to compare the results. The problem is that this dataset contains multiple highways and it records at the exact same time t the flow on each of the highways. It may also be the case that the number of sensors is not the same.

I have some prior beginner experience with simple time series but I wonder what methods are available to structure the data and apply the models..
