"Delete Existing" is missing in VS 2019 publish for .NET Core Console app

Question

While publishing to a folder, "Delete Existing" is not present for .NET Core Console app. But it exists when publishing an ASP.NET Core app..

Is it just me or it really is missing? Is it a feature or a bug?
