dart - How to add background blur to video in Flutter

Question

Is there a way to add background blur (around a person) while viewing live video in Flutter?

I'm looking to achieve an effect similar to this > https://vinooniv.github.io/video-bg-blur/

I think this uses TensorFlow but I'm not entirely sure. I'm aware there's a few TensorFlow lite package for Flutter though.
