Pulling Permissions From Exchange 2016 PowerShell

Question

I am trying to find out who has Full Access to mailboxes in Exchange 2016 via PowerShell.

PS C:Windowssystem32> Get-Mailbox | Get-MailboxPermission | Where-Object {($_.AccessRights -eq "FullAccess") -and ($_.User -like 'domainuser') -and ($_.IsInherited -eq $false)} | Export-Csv C:empmailpermissions.csv

When I run it I don't get an error and it creates the .csv but it doesn't pull any data.

I have a lot of users with full access to other email accounts so I am missing something.
