Raw UDP Socket in Java

Question

Now, I know there are other posts on this, but I made this as the only ones I found wherefrom like 2018.

What I want to be able to do: IPHM (IP HEADER MODIFICATION)

Most libraries I've found have near to no support and near to no documentation.

I don't know what else to say as this is kind of a dull question.
